Self-Determination Program (SDP) – Glossary in Plain Language

A quick guide to important words and terms you'll hear in the California Self-Determination Program (SDP). (Never hesitate to ask your IF though!)



IPP – Individual Program Plan

This is your personal plan that lists your goals and dreams. It’s made with your Regional Center and shows what kind of support you need.



Spending Plan

This is a list of how your annual budget will be used. It shows what services or items you’re paying for and how they help you reach your IPP goals.



Budget

This is the total amount of money you can spend on supports and services each year. It is based on what the Regional Center spent on you in the past (or would have spent).



Independent Facilitator (IF)

A person who helps you understand and use the Self-Determination Program. They can help with your IPP, Spending Plan, finding services, and more. You choose your IF.



Financial Management Service (FMS)

The company that helps you manage your SDP budget. They handle all the payments, invoices, and taxes. They don’t decide what you can buy—but they make sure it follows the rules.



Service Code

A number used by the Regional Center system to match services to types of support. Each service (like OT, transportation, or coaching) has a code that goes in your plan.



Natural Supports

People in your life (family, friends, neighbors) who help you because they care about you—not because they’re paid.



Vendor

A provider who is already approved by the Regional Center to give services. Not required in SDP.



Non-Vendor

A person or service not approved by the Regional Center. In SDP, you can choose these too—as long as the FMS does the paperwork.



Person-Centered Planning (PCP)

A meeting or process where you talk about your strengths, needs, and dreams. This helps build your IPP. You can invite anyone you want to help you.



Service Log

A simple way to keep track of services you received (who, what, when, and why). This helps match services to your plan and keeps everything organized.
