What Independent Facilitators Can—and Can’t—Do in the SDP

Independent Facilitators (IFs) play a vital role in helping participants navigate the Self-Determination Program. But there are clear boundaries to what IFs can and cannot do under California’s regulations.

✅ What IFs Can Do:
  • Help write your Person-Centered Plan (PCP)
  • Support you in identifying goals and appropriate services
  • Assist with developing your Spending Plan
  • Help find and vet service providers
  • Coordinate with your FMS and Regional Center
  • Advocate for you at IPP meetings
  • Provide ongoing support and planning as your needs evolve

❌ What IFs Cannot Do:
  • Purchase goods or services on your behalf
  • Be reimbursed for expenses paid in advance
  • Act as your FMS or take on that financial role
  • Make decisions for you or speak on your behalf without consent
  • Provide services that are not listed in your spending plan
  • Charge for services outside of what was agreed upon with the participant

📌 According to DDS directives (like the one issued Dec. 26, 2023), IFs cannot be reimbursed by the FMS for goods or services they paid for on a participant’s behalf. All payments must go directly from the FMS to the authorized provider.
